Ukraine and Lithuania Deepen Defense Cooperation and Exchange Expertise

Deputy Ministers of Defense of Ukraine, Lieutenant General Yevhen Moysiuk and Kateryna Chernogorenko, held a high-level meeting with a delegation from Lithuania’s Ministry of National Defense, led by Deputy Minister Tomas Godliauskas

The talks focused on exchanging experience and best practices in the security and defense sectors of both countries.

The Lithuanian side expressed particular interest in Ukraine’s approaches to mobilization, recruitment, personnel training, the integration of unmanned systems, and counter-disinformation strategies. In return, Ukrainian officials sought insights into Lithuania’s advancements in strategic communications and cyber defense, especially regarding the development of a dedicated Cyber Operations Command within the Lithuanian Armed Forces.

Lieutenant General Moysiuk emphasized the critical role of Lithuanian support since the onset of Russia’s full-scale invasion:

“Lithuania’s steadfast commitment—equivalent to 0.25% of its GDP—demonstrates not only its dedication to Ukraine’s resilience but also to the security of all Europe. We value this support deeply and look forward to further strengthening our cooperation,” he stated.

Deputy Minister Chernogorenko showcased Ukraine’s advancements in defense digitalization, including the Army+ and Reserve+ platforms and the DELTA and Vezha situational awareness systems. She also acknowledged Lithuania's leadership role in the IT Capability Coalition:

“Lithuania’s infrastructure contributions have been instrumental in enabling digital transformation in defense resource management. We remain open to sharing our innovations and collaborating further in advancing digital solutions,” she noted.

Deputy Minister Godliauskas reaffirmed Lithuania’s long-term support, highlighting commitments under the Capability Coalitions framework, continued assistance with training Ukrainian personnel, and programs for rehabilitating wounded service members.

The parties agreed to expand cooperation across key defense and security domains, reinforcing the strategic partnership between the two nations.
