The bilateral “transport visa-free regime” continues to support growing trade and unrestricted cargo movement across borders

Ukraine and Moldova Extended the "Transport Visa-Free Regime" Until 2027

Ukraine and Moldova have officially extended their Agreement on the Liberalization of Freight Transportation for another two years — until the end of 2027. The announcement came after a meeting of the joint transport commission held in Chisinau, as reported by Ukraine’s Ministry of Development of Communities and Territories.


No Permits Needed for Cargo Transport

Thanks to the extension, Ukrainian and Moldovan carriers can continue to perform bilateral and transit road freight transport without the need for special permits, streamlining logistics and reducing administrative barriers for cross-border trade.

The agreement was first signed in August 2022, extended to 2025 last year, and now pushed further to 2027 — a strong signal of long-term regional cooperation.


Boosting Trade and Economic Integration

The liberalized transport framework has already shown results:

  • Bilateral trade turnover between Ukraine and Moldova rose by 12% in the past year, reaching around $1.1 billion.

  • According to Deputy Prime Minister Oleksiy Kuleba, permit-free road transport is a key driver of this growth, ensuring smooth logistics and supply chain reliability.


Moldova’s Role in Ukrainian Transit

Beyond bilateral trade, Moldova serves as a strategic transit hub for Ukrainian exports and imports — especially crucial as Ukraine redirects many supply routes due to the war. The agreement helps Ukrainian businesses maintain international connections with minimal bureaucratic delays.


Broader Transport Integration Across Europe

Currently, Ukrainian carriers enjoy simplified access to 35 European countries under similar liberalization arrangements. In April 2025, Ukraine and the EU also extended their freight liberalization deal until the end of 2025, further integrating Ukraine into the European logistics space.


This continued cooperation with Moldova reinforces Ukraine’s broader strategy of economic resilience, regional trade expansion, and European market alignment, especially during wartime conditions.
