Ukraine and South Korea Move to Jointly Rebuild and Modernise Black Sea Port Infrastructure

New protocol targets port reconstruction, specialised fleet upgrades, and digitalisation to strengthen logistics hub potential

Ukraine has deepened its maritime partnership with South Korea following talks in Warsaw between Ukraine’s Ministry of Community and Territorial Development and South Korea’s Ministry of Oceans and Fisheries. The dialogue focused on a strategic roadmap for revitalising Ukraine’s seaport infrastructure — critical for restoring export capacity and integrating into European logistics networks.

Key priorities include:

  • Reconstruction of damaged port facilities to recover handling capacity and improve resilience;

  • Modernisation of the specialised fleet, including dredging and service vessels, to expand operational capabilities;

  • Introduction of electronic port management systems to optimise efficiency, transparency and security.

A General Plan and Feasibility Study for the Reconstruction of Ukrainian Ports was presented as a technical basis for future implementation.

The parties signed a protocol confirming readiness to jointly identify funding sources and develop concrete investment and implementation mechanisms. The initiative supports Ukraine’s ambition to reinforce its role as a strategic transport hub in the Black Sea region and create a gateway for enhanced trade with the EU and Asia.

Investment Angle:
The cooperation opens up new channels for South Korean and international infrastructure investors to participate in long-term port reconstruction, smart logistics technology, and fleet renewal projects critical to Ukraine’s wartime recovery and future maritime dominance.
