Ukraine and South Korea to Deepen Cooperation in Reconstruction and Infrastructure Development

Kyiv and Seoul expand partnership to include transport, construction technologies, and public investment management

High-Level Talks on Reconstruction Partnership

Deputy Prime Minister for Reconstruction – Minister of Community and Territorial Development Oleksiy Kuleba met with the Ambassador of the Republic of Korea to Ukraine, Park Ki-chan, to discuss expanding cooperation in reconstruction and infrastructure development.

The talks focused on Korea’s role as a strategic partner in Ukraine’s recovery, with an emphasis on technology transfer, investment attraction, and experience sharing in public investment management.


Current and Future Projects

According to the Ministry of Development:

  • 6 projects with Korea are already active.

  • 13 more projects are at the preparatory stage.

  • 28 project concepts have been submitted for consideration within the 2027 planning cycle.

The parties are also discussing a loan agreement for the purchase of 20 high-speed electric trains to modernize Ukraine’s railway system.


Key Areas of Cooperation

Ukraine and South Korea are prioritizing several sectors within reconstruction and infrastructure development:

  • Transport modernization: Acquisition of high-speed electric trains.

  • Industrial development: Involvement of Korean manufacturers of building materials, including glass, with special working conditions in front-line regions.

  • Education and workforce: Creation of a training center for heavy construction equipment in Zhytomyr.

  • Green technologies: Use of innovative methods for processing construction waste in road building.


Strategic Investments: POSCO Example

Earlier, Ukraine and POSCO International identified priority investment projects, including the planned construction of a RDF-fueled thermal power plant in Odesa. This underscores Korea’s role not only in infrastructure recovery but also in sustainable energy transformation.


Significance of Korea’s Involvement

The cooperation demonstrates how Korean technologies and capital can accelerate Ukraine’s reconstruction, while creating new markets for Korean businesses in transport, energy, and materials.

With a growing portfolio of projects, Ukraine–Korea relations are evolving into a long-term strategic partnership, strengthening Ukraine’s resilience and supporting integration into global value chains.
