Ukraine and the U.S. Sign Landmark Subsoil Agreement and Launch Reconstruction Investment Fund

Ukraine and the United States have signed a historic agreement to create the U.S.-Ukraine Reconstruction Investment Fund — a strategic partnership designed to drive Ukraine’s recovery and attract large-scale investments

The agreement was signed by Ukrainian Economy Minister Yulia Svyrydenko and U.S. Treasury Secretary Scott Bessent, according to an official announcement from the Ministry of Economy of Ukraine.


Key Objectives of the Agreement

The new agreement formalizes the establishment of a Reconstruction Investment Fund, which will focus on Ukraine’s economic restoration through projects in mining, infrastructure, and industrial development.

The fund operates under key principles of equality and sovereignty:

  • 50/50 parity management: Ukraine and the U.S. will manage the fund jointly, with no dominant party.

  • Ukrainian ownership guaranteed: All subsoil resources and land remain the exclusive property of the Ukrainian state.

  • No new debt for Ukraine: U.S. participation in the fund does not create any debt obligations.

  • No privatization pressure: State-owned enterprises remain under Ukrainian ownership; privatization rules remain unchanged.

  • New revenues only: The fund will be financed through proceeds from new licenses and will not impact the existing state budget.

  • Tax-free contributions: Income and contributions to the fund are exempt from taxation in both countries.


Structure and Contributions

The United States will contribute both financial resources and material assets, such as air defense systems, while Ukraine will allocate a share of income from new resource-related rent payments.

All investments will be directed toward Ukrainian projects only, and profits will be reinvested for at least ten years to support the country’s long-term reconstruction.


A Milestone in U.S.–Ukraine Economic Cooperation

“This decision marks a new stage in our cooperation with the United States. We are receiving not only investments, but a strategic partner in building an innovative and sustainable economy,” — said Yulia Svyrydenko, Minister of Economy.

She emphasized that the agreement is the result of lengthy, professional negotiations and fully aligns with Ukrainian law and the country’s European integration course.

“The U.S. has reaffirmed its commitment to contributing to long-term peace and supporting Ukraine’s critical role in global security,” Svyrydenko added.
