Ukraine and U.S. Are Finalizing a Stronger and Balanced Economic Partnership Agreement

The updated version of the economic partnership agreement between Ukraine and the United States — also known as the subsoil agreement — has become significantly stronger and more balanced

The document is expected to benefit both Washington and Kyiv.

President Volodymyr Zelensky announced this during his evening address to the nation on April 28, published on the YouTube channel of the Ukrainian People's Party.

Commenting on the latest government reports, Zelensky shared details about the negotiations with the United States.

"The document has become much stronger, more equal, and can bring benefits to both our peoples — Ukraine and America. I want to sincerely thank our teams," the President said.

According to the Financial Times, the two sides are close to finalizing the agreement, with the signing expected as early as this week (April 28 – May 4).

Previously, U.S. National Security Adviser Mike Waltz expressed confidence that a rare earth metals agreement with Ukraine would be concluded, although he did not specify an exact signing date.

Finance Minister Serhiy Marchenko noted that the original plan was to finalize the text by April 27, but the timeline has shifted slightly.

People's Deputy Yaroslav Zheleznyak added that after lengthy negotiations, the future agreement has become more refined, focusing exclusively on new projects and investments.
