Ukraine–Austria Agri-Partnership: new doors open for green tech, trade & joint ventures

Memorandum signed in Vienna gives Ukrainian growers and livestock producers direct access to Austrian know-how, EU markets and co-investment platforms

What was signed

Signatories Scope Duration
Vitalii Koval – Minister of Agrarian Policy & Food of Ukraine
Norbert Totschnig – Austrian Federal Minister for Agriculture, Forestry, Regions & Water Management
Framework Memorandum on agricultural cooperation 5-year rolling with automatic extension

Five pillars of the deal

  1. Market access & two-way trade

    • Duty-free channels for seeds, genetics, machinery and ag-tech.

    • Fast-track certification of Ukrainian produce for Austrian/EU retailers.

  2. EU-integration support

    • Technical assistance on CAP-style subsidies, SPS standards and e-traceability.

    • Joint lobbying in Brussels for transitional quotas.

  3. Green & climate-smart farming

    • Pilot projects on low-carbon fertilisation, precision irrigation and biodiversity buffers.

    • Exchange of carbon-footprint data to unlock EU “green” financing.

  4. Knowledge & talent mobility

    • Dual-degree programmes and funded internships for Ukrainian ag-students at Austrian universities.

    • Short-term expert missions to modernise Ukrainian vet labs and breeding stations.

  5. Animal & plant genetics upgrade

    • Deployment of Austrian high-yield dairy and beef lines in Ukrainian herds.

    • Joint R&D on drought-tolerant oilseed and pulse varieties.

Why it matters for investors

  • New JV pipeline – Ukrainian processors can partner with Austrian input suppliers and food brands to capture value inside Ukraine.

  • Risk-sharing finance – projects qualify for OeEB, EIB and EU-Ukraine Facility envelopes.

  • Gateway to CEE & Balkans – Austria’s logistics hubs (Vienna, Graz, Linz) provide bonded corridors for Ukrainian exports to Central and South-Eastern Europe.

“This memorandum is as much about fresh capital and technology transfer as it is about trade. It gives Ukrainian producers a springboard to scale and diversify,”
Vitalii Koval, Minister of Agrarian Policy & Food of Ukraine

Next steps

  • Q3 2025: Road-map and working groups launched (animal genetics, plant breeding, ESG compliance).

  • Q4 2025: First calls for joint R&D and student-exchange grants.

  • Early 2026: Pilot shipments of Ukrainian eco-cert rapeseed oil and high-protein pulses to Austrian distributors.

Ukrainian agribusinesses interested in partnering under the programme can register with the Ministry’s new Agri-Invest Portal (launch July 2025).
