Ukraine approves draft Customs Code aligned with EU standards

The reform is designed to make customs rules clearer for business and compatible with European integration

Ukraine’s government has approved a draft new Customs Code built around European-style rules and procedures. The document is one of the important legal steps in the country’s path toward European Union membership and closer integration with the EU customs area.

The Ministry of Finance says the draft should turn Ukrainian customs into a security border of European type. For businesses, the goal is to make rules more predictable and easier to understand. For customs officers, it should consolidate procedures that have already been gradually introduced through earlier reforms.

Dialogue with business and the EU

The draft was prepared over two years with input from expert teams, the Finance Ministry, the State Customs Service, reform offices and European support programs. It also reflects the results of an assessment by the European Commission and proposals from Ukrainian business.

After the text was sent to European experts for review, Ukraine held a series of working meetings to check alignment with EU customs law. The next step is submission of the draft to parliament.

If adopted, the Code should matter not only for formal accession talks. Better customs rules affect importers, exporters, logistics companies and manufacturers that depend on predictable clearance. The reform can reduce friction at the border, strengthen security control and give business a clearer operating environment.
