Ukraine is preparing a major change in customs policy as part of its European integration and the National Revenue Strategy. Draft Customs Code No. 15295 is designed to bring procedures closer to those used in EU countries and to create clearer rules for companies with a reliable compliance history.
One of the main instruments is the status of Authorized Economic Operator. Businesses that meet reliability and security criteria may receive fewer physical and document checks, priority customs formalities and advance information about planned inspections.
Guarantees and predictability
The draft also changes the system of customs guarantees. Companies may use individual or general guarantees, and reliable operators could receive reduced security requirements or even full release from providing coverage. The logic is simple: the more transparent the company, the lower the administrative burden.
Another European-style element is the right to be heard. Before customs authorities make a decision that could negatively affect a company, the business must be informed and allowed to present arguments and evidence. This can help reduce arbitrary decisions and improve legal certainty.
For exporters, importers and logistics operators, the reform is important because customs procedures directly affect delivery speed, working capital and contract reliability. If implemented consistently, the new rules could turn customs from a bottleneck into a more predictable service partner.
