Ukraine’s government has approved a new procedure that allows strategic defense companies to rent state property without an auction. The decision, initiated by the Ministry of Defense, is meant to speed up relocation and expansion of production capacity.
The measure broadens the list of eligible companies. It now covers not only serial missile producers, but also developers of new missile systems and manufacturers of military explosive materials. The goal is to remove administrative delays where speed directly affects defense output.
Faster premises for critical production
State property can be a practical resource for defense companies if it is accessible quickly and legally. Empty workshops, warehouses and industrial facilities can shorten the time needed to start or expand production, especially when private facilities are unavailable or security requirements are strict.
The Ministry of Defense also received the authority to confirm the status of eligible tenants after the liquidation of the Ministry for Strategic Industries. This concentrates the procedure inside the defense sector and should make responsibility clearer.
For manufacturers, the change is useful only if the process remains transparent and predictable. Simplification should not mean legal uncertainty. Companies still need clear confirmation rules, documented property condition and lease terms that allow investment in equipment and security.
If implemented carefully, the decision can help Ukraine’s defense industry scale faster while keeping production closer to operational needs.
