  • Rapid Expansion of Defense Production:
    In 2024, Ukraine’s capacity to produce weapons and military equipment soared from $3 billion to $20 billion. Overall, weapons and military products worth $9 billion were produced during the year—a figure set to increase to $35 billion in the coming period.

  • Significant Contribution to GDP:
    The defense-industrial complex accounted for over one-third of the country's total GDP growth in 2024, underscoring its critical role in Ukraine’s economic resilience.


A Thriving Defense Industry Ecosystem

  • Diverse Manufacturers:
    Today, there are 718 manufacturers in Ukraine, with 87% being private enterprises. Last year, private companies were responsible for producing 52% of all weapons and military equipment, surpassing the capabilities of the state-owned sector.

  • Employment and Innovation:
    The industry supports over 300,000 people involved in the production, design, modernization, and repair of military hardware, reflecting Ukraine’s robust and dynamic defense manufacturing ecosystem.


Milestones in Production Volumes

  • FPV Drones:
    Production reached 2.2 million units in 2024, with projections suggesting capacity for up to 10 million units in the current year.

    Production increased 22 times compared to the previous year.

    The sector saw a 2.4-fold increase, reaching 2.4 million units.

  • Electronic Warfare Equipment:
    Production surged by 340 times, showcasing significant advancements in digital and electronic countermeasure capabilities.

  • Ground Robotic Complexes:
    Production increased 15 times, reinforcing Ukraine’s automation and unmanned system technologies.

  • New Weapon Models:
    The industry has developed 324 new weapons models, including advanced drone missile systems such as the Palanytsia, Peklo, Ruta, and Bars.

Additionally, Smetanin noted that Ukraine has begun localizing key drone components, such as motors, initiation boards, and camera assemblies, further bolstering the self-sufficiency of the domestic defense industry.


Enhancing Partnerships with the Ministry of Defense

The Ministry of Defense is actively collaborating with Ukrainian weapons manufacturers through the “Weapons of Victory” initiative. According to Hlib Kanevsky, Director of the Procurement Policy Department, the Ministry has already signed contracts with 12 Ukrainian defense producers valued at nearly UAH 130 billion.
Key requirements for participation in this initiative include:

  • Codification and Serial Production:
    Manufacturers must demonstrate the capability to move into serial production.

  • Local Component Localization:
    A minimum of 50% localization is required to ensure sustainable supply chains and long-term production viability.


Expanding UAV Procurement

In a major push to modernize air defense capabilities, the Ministry of Defense plans to allocate over 44 billion UAH for the procurement of FPV drones in 2025.

  • Focus on Fiber Optic Models:
    This significant investment is aimed at expanding the production and purchase of high-tech FPV drones, with capabilities that the domestic defense industry is expected to reach approximately 4.5 million units.

  • Strategic Shift in Funding:
    While the previous year’s primary expenditure was directed toward long-range deep strike systems, this year’s allocation underlines a strategic emphasis on improving rapid-response and surveillance capacities.
