Ukraine prepares controlled defense exports through Drone Deals framework

The model aims to monetize surplus capacity while keeping army priority and technology security intact

Ukraine is preparing a new stage in the development of its defense industry by opening a controlled mechanism for exporting domestically produced weapons and military technology. The proposed Drone Deals format is designed as an interstate cooperation model rather than a simple commercial sale.

The concept covers joint production and supply of drones, missiles, artillery ammunition, combat equipment, and defense software. The sequence is meant to be structured: first a basic agreement between governments defines security rules and reciprocity, then state institutions and manufacturers build the practical production and delivery arrangements.

  • Only surplus output beyond state defense orders can be considered for export.

The export mechanism is also intended to support industrial capacity. The security side is just as important as the economic side. Ukraine must prevent sensitive technology from reaching hostile actors or indirect channels linked to Russia. This requires screening by foreign policy, security, and intelligence institutions, as well as clear control over partners and end users.

For the defense market, Drone Deals signal that Ukrainian wartime technology is becoming an international industrial asset. The challenge is to turn global demand into production partnerships without weakening domestic defense supply or losing technological advantage.
