Ukraine starts eExcise testing for producers and importers

The beta phase will run until 11 October 2026 before the planned launch of electronic excise stamps

Ukraine’s State Tax Service has opened beta testing of services for paying excise tax in the eExcise system. The platform is intended to replace paper excise stamps for alcohol, tobacco products and liquids used in electronic cigarettes.

The test phase starts on 14 July and is scheduled to last until 11 October 2026. Registered economic operators are invited to test the software in a dedicated environment before the full launch planned for 1 November 2026.

What business will test

The test covers seven main technical services. Companies will be able to check whether the system correctly identifies excise tax debt, forms unique identifiers, transmits data to the tax authority, deactivates identifiers, calculates accruals before and after the payment deadline, and processes additional payments for importers.

The reform changes the mechanics of excise administration. After receiving unique identifiers, the tax liability is expected to be reflected in the taxpayer’s integrated card within 15 working days, but no later than the sale of the product by a producer or import by an importer.

Why the test is sensitive

The eExcise launch has already become a major issue for producers, importers and retailers. Business associations warned that delays in industrial testing could disrupt the excisable goods market. Parliament’s finance committee also pointed to operational risks, while the expected fiscal effect from reducing the shadow market is estimated in the tens of billions of hryvnias.

For companies, the beta period is not a formality. It is a chance to check payment scenarios, data exchange, budget accounts and error handling before the system becomes mandatory. The quality of this test will determine whether the electronic excise reform becomes a tool of transparency or a bottleneck for legal business.
