Ukraine Eyes Food Hub in the Suez Canal Economic Zone, Aims for Greater African Market Access

Ukraine is exploring the possibility of establishing grain elevators and food-processing facilities in Egypt’s Suez Canal Economic Zone (SCZone)

This initiative would offer Ukrainian farmers an advantageous gateway to African markets while enabling the export of finished products rather than just raw materials.

Vision for a Food Hub in Egypt

According to Vitaly Koval, Ukraine’s Minister of Agrarian Policy and Food, the potential hub would fulfill a directive from President Volodymyr Zelensky. Koval, along with SCZone Chair Walid Gamaleldin and Ukrainian Ambassador to Egypt Mykola Nahorniy, has been assessing possible sites for Ukrainian businesses interested in the region.

“We’re not just aiming to export raw materials, but also to build industrial facilities for processing agricultural goods,”
Vitaly Koval, Minister of Agrarian Policy and Food

Why the Suez Canal Economic Zone?

The SCZone comprises six ports and offers strategic advantages for investors, including:

  1. Tax Incentives and Subsidies: Attractive financial benefits for setting up and operating businesses.
  2. Streamlined Registration: Simplified procedures and legal frameworks reduce bureaucratic hurdles.
  3. Access to a Vast Market: With Egypt as a hub, Ukrainian producers can tap into a consumer base exceeding 1.3 billion across Africa and the Arab world.

Impact on Ukrainian Agriculture

  • Value-Added Exports: Shifting from raw grain shipments to processed goods (e.g., flour, pasta) could boost revenue and diversify product offerings.
  • Closer Proximity to Consumers: Locating facilities near the Suez Canal helps expedite delivery times and reduce logistical expenses.
  • Strengthening Global Food Supply Role: Ukraine is already a key player in worldwide grain exports, and enhanced cooperation with SCZone could solidify its position in African and Middle Eastern markets.

Broader Food Security Efforts

President Zelensky has also proposed creating food hubs in other locations, including Lebanon, to support local populations and ensure a steady flow of essential commodities. These initiatives reflect Ukraine’s strategic push to extend its agrarian footprint and bolster global food security.

By establishing a base in SCZone, Ukraine stands to gain a more direct route to African markets, leverage favorable investment conditions, and promote the export of higher-value goods—ultimately strengthening its agricultural sector and fostering deeper economic ties in the region.
