Ukraine may replace part of fish imports with domestic production

Aquaculture, processing modernization and traceability are becoming part of the food security agenda

Ukraine has enough natural and production potential to develop aquaculture, but the domestic fish market is still supplied largely through imports. Lawmakers and government agencies are now discussing how to support local production and modernize processing capacity.

The issue was raised during an interagency meeting in Khmelnytskyi region. For the state, fish production is not only a narrow agricultural topic. It is linked to food security, regional business activity and the ability to reduce import dependence over time.

What needs to change

Since 2022, the relevant parliamentary committee has been working on sector reform. The main directions are integration with the European market, clearer rules and better transparency across the industry.

One of the priorities is adapting the sector to EU standards and improving product traceability from catch or farm to the final consumer. Without that chain, it is difficult to build trust with retailers, processors and export buyers.

Investment and procurement

Officials are also looking at ways to attract domestic and international investment. Experts believe investment in fisheries and aquaculture can create economic effects for both business and local budgets.

Together with the Economy Ministry, the fisheries agency and other institutions, the state is considering mechanisms to expand the presence of Ukrainian fish products in public procurement and remove barriers for domestic producers. The practical test will be whether reforms turn into stable production, modern processing and predictable demand.
