First Authorization in Ukraine
For the first time, Ukraine has officially issued an authorization for customs warehouse operation. The first company to receive the document is located in the Kyiv region, within the area of the “Pivdenny” customs post.
This marks an important step toward the full implementation of modern customs regulations, aligning Ukraine’s system with European standards.
New Procedure in Place
The authorization mechanism for customs and temporary storage warehouses came into force on April 19, 2025.
To receive authorization, companies must:

Confirm compliance with tax and customs legislation;

Provide all required legal and operational documents;

Properly equip and arrange the warehouse facility;

Have no tax arrears.
Application and Verification Process

Businesses submit an application to the customs office responsible for the warehouse’s location.

Customs officials then carry out a compliance verification procedure.

Upon successful inspection, the enterprise receives official authorization to operate.
