Ukraine Launches eFishery: Digital System to Modernize the Fisheries Industry

New electronic platform will cut permit approval from 30 to 2 days, saving businesses UAH 150 million annually and boosting state revenues

Government Approves eFishery Regulation

The Cabinet of Ministers of Ukraine has approved the procedure for the functioning, filling and maintenance of the Unified State Electronic System for the Management of the Fisheries Industry (eFishery).

The Ministry of Economy, Environment and Agriculture announced that the platform aims to streamline processes, reduce bureaucracy, and ensure transparency in the fisheries sector.

Key Benefits for Business

The eFishery platform is expected to transform how fisheries entrepreneurs interact with regulators:

  • Faster permits: reduction in approval time from 30 days to just 2 days.

  • Lower administrative burden: reduced paperwork and automated workflows.

  • Annual savings: businesses will save up to UAH 150 million in document management costs.

  • Access to data: companies gain real-time access to updated information on resources and regulations.

This digitalization step will not only support efficiency but also reduce corruption risks in the sector.

Impact on the Economy and Budget

The Ministry projects significant fiscal benefits:

  • Detinization of fisheries: UAH 15–150 million annually in additional budget revenues.

  • Boost to GDP: removing illegal fishing from the shadows could increase national income by up to UAH 500 million annually.

By ensuring that only legal, documented fishing activities take place, eFishery strengthens both state control and fair competition among market players.

Broader Digital Reform Context

The launch of eFishery is part of Ukraine’s wider digital governance reforms, aimed at reducing bureaucracy, increasing transparency, and improving the business climate. Similar initiatives have already been introduced in taxation, land management, and subsoil use.

The Ministry stresses that the system is not only a regulatory tool but also a driver of sustainable resource management, ensuring the responsible use of Ukraine’s fisheries in line with EU environmental standards.
