🛠 What is EU4Reconstruction?
EU4Reconstruction is designed to support Ukraine’s infrastructure restoration, regional development, and public investment reforms in alignment with EU standards. It focuses on rebuilding war-damaged infrastructure smartly, transparently, and sustainably, while also strengthening institutional capacity at the national and local levels.
“It’s not only about rebuilding infrastructure but doing it wisely and in line with EU principles,” emphasized First Deputy Minister Alona Shkrum.

Deputy Minister Maryna Denysiuk pointed to the urgent need to improve the quality and planning of investment projects, particularly through medium-term public investment strategies.

He also noted that over 1,300 Ukrainian communities are close to finalizing their local development strategies, many of which will be featured in the DREAM project catalog, Ukraine’s national digital platform for tracking and planning reconstruction.

The EU4Reconstruction program will run until 2028, with Ukrainian and EU representatives agreeing to continue working on coordination mechanisms and project prioritization to ensure impactful and accountable implementation.
