Ukraine Launches StopTysk Platform to Protect Businesses from Law Enforcement Pressure

New digital portal allows entrepreneurs to report unlawful interference, attach evidence, and receive feedback directly from the Prosecutor General’s Office

Official Launch at Business Protection Forum

On September 2, 2025, during the 10th International Forum on Business Protection in Kyiv, Prosecutor General of Ukraine Ruslan Kravchenko announced the official launch of the StopTysk platform

The digital portal is designed to become a transparent tool for countering unlawful pressure from law enforcement agencies on Ukrainian entrepreneurs.

How StopTysk Works

The platform offers a clear algorithm for filing and reviewing complaints:

  1. Authorization via Diya (Ukraine’s state digital platform).

  2. Detailed description of the situation — actions of officials, dates, and consequences.

  3. Attachment of evidence (documents, photos, videos).

  4. Automatic registration of the appeal with instant dashboard visibility.

  5. Response from prosecutors within legally defined deadlines, monitored by the Prosecutor General’s Office.

First Results of Business Protection Efforts

Kravchenko noted that after an internal audit of criminal proceedings against businesses, prosecutors identified nearly 23,000 cases. Of these, over 7,500 cases without judicial prospects have already been closed.

“I clearly told prosecutors: don’t touch entrepreneurs. If business is honest and transparent, it operates freely. But in cases of corruption or budget fraud, zero tolerance will apply,” – emphasized Kravchenko.

Regional prosecutor’s offices are now expected to actively use the portal to improve communication with entrepreneurs and resolve cases faster.

Why StopTysk Matters for Business Climate

  • Direct communication: businesses can bypass bureaucracy and reach the Prosecutor General’s Office.

  • Transparency: every registered case is recorded and tracked digitally.

  • Legal protection: evidence-based complaints reduce risks of abuse of power.

  • Investor confidence: demonstrates Ukraine’s policy of zero tolerance for corruption and commitment to improving the business climate.

The launch of StopTysk is seen as part of Ukraine’s broader effort to align business protection standards with European norms and create a predictable, transparent environment for domestic and foreign investors.
