Ukraine at the “Finish Line” of Screening
Deputy Prime Minister for European and Euro-Atlantic Integration Taras Kachka announced that Ukraine has reached the final stage of screening its legislation for compliance with European Union law.
The last stage concerns the Cluster on Resources, Agriculture, and Cohesion Policy — traditionally one of the most complex and politically sensitive blocks in EU accession negotiations.
“Screening – a basic component of negotiations on EU accession – has reached the finish line. Together with the European Commission, we have begun discussions on the last Cluster in our schedule,” Kachka wrote.
Focus Areas of the Final Cluster
The cluster under discussion includes:
-
Common Agricultural Policy (CAP): farmer support programs, subsidies, and sustainable farming standards.
-
Rural development policies: regional investment, infrastructure, and support for local communities.
-
Control and administration systems: financial monitoring, subsidy distribution, and compliance with EU standards.
-
Cohesion policy: EU funding instruments for balanced development across regions.
Kachka stressed that technical reforms are inseparable from political decisions, given the vulnerability of farmers in both Ukraine and the EU.
Why Agriculture is the Most Sensitive Issue
-
Ukrainian farmers have faced wartime disruptions, blocked exports, and rising costs.
-
EU farmers have protested against increased competition, making agricultural access highly political.
-
Harmonization will require balancing subsidies, rural development aid, and market access to avoid tensions.
Kachka emphasized that the involvement of all stakeholders – farmers, agribusiness, EU policymakers – is crucial for progress.
Strategic Importance for EU Accession
Completing this cluster is a prerequisite for opening full-scale negotiations on Ukraine’s EU membership. It also determines the structure of future EU support for Ukrainian agriculture, including:
-
Access to CAP funds.
-
Eligibility for cohesion financing.
-
Integration into EU rural development frameworks.
Outlook
Ukraine’s progress in the final cluster demonstrates political will and technical alignment with EU norms. However, success will depend on:
-
Mutual understanding with EU farmers.
-
Transparent mechanisms of subsidy distribution.
-
Capacity to manage billions in agricultural and cohesion funds.
The completion of screening marks Ukraine’s transition from alignment to full negotiations on EU accession, where agriculture will be both a challenge and a major opportunity.
