This was announced by Prime Minister Denys Shmyhal during a meeting of the Anti-Crisis Energy Headquarters on April 29.
Preparations for the 2025–2026 Heating Season
Shmyhal emphasized the urgency of supporting cities heavily targeted by Russian missile strikes—including Mykolaiv, Odesa, Kryvyi Rih, and Dnipro.
“I have instructed the relevant ministries and departments to develop a detailed plan for preparing the housing and communal services sector for the heating season by May 15,” he stated.
Special accelerated approaches to restoring heat supply infrastructure in critical areas are under consideration.
Key Energy Sector Developments
According to Energy Minister Herman Halushchenko, electricity restrictions for households have been lifted since December 30, 2024, and business restrictions have been minimized.

International Energy Support and Humanitarian Assistance
Shmyhal noted the critical role of international donors and Ukraine’s Emergency Energy Assistance Hub:

1,761 humanitarian energy-related shipments delivered, totaling 22,600 tons from 38 countries

146 energy companies have received equipment and materials

€1.2 billion raised through the Energy Support Fund of Ukraine
“We thank our international partners for the rhythmic and systematic support,” Shmyhal said.
