Ukraine and Poland deepen cooperation on community recovery and energy resilience

New financing tools focus on critical infrastructure and heating readiness

Ukraine and Poland are preparing new financing instruments for community recovery and energy resilience. The plans were discussed during a meeting between Ukraine’s Ministry for Communities and Territories Development and Poland’s development bank BGK.

The cooperation envisions two programs within the Ukraine Investment Framework. They will target modernization of critical and social infrastructure, including water utilities, treatment facilities, transport links, energy projects, and construction needs.

A key tool is financing through Ukrainian state banks with risk sharing supported by international partners. This model is intended to expand access to affordable credit for communities without increasing state guarantees or debt burdens.

Another component is technical assistance to prepare project documentation “turnkey,” helping communities move faster from concept to implementation.

Energy resilience measures include cogeneration units, modular boiler houses, backup power sources, solar panels for social facilities, and upgrades to water supply and energy efficiency. The parties plan to prepare agreements for signing at the Ukraine Recovery Conference 2026.
