Ukrainian frontline communities are looking for long-term partners in Portugal for recovery and modernization. The message was presented at the Maia-Ukraine recovery forum by Kharkiv mayor Ihor Terekhov.
The appeal is aimed at municipalities, businesses, universities and civil society organizations. Ukrainian communities are seeking cooperation in urban planning, infrastructure renewal, energy efficiency and digital transformation.
Not only rebuilding what was destroyed
The central idea is not to return cities to the pre-war condition, but to build more competitive, energy-efficient and service-oriented communities.
Portuguese partners can bring technical expertise, institutional links and project support to municipalities that continue to maintain critical services under pressure.
Recovery is being framed as modernization, not only repair.
The strongest projects will connect reconstruction with European integration, transparent governance and resilient utilities.
