Transition Period Extended
Ukraine has officially requested — and received — a postponement for the launch of NCTS Phase 6, the upgraded version of the EU’s New Computerised Transit System.
Originally scheduled for September 1, 2025, the transition deadline has now been extended to June 1, 2026. Until then, Ukrainian companies will continue using NCTS Phase 5, including combined transit and security declarations.
This step was coordinated with the European Commission’s DG TAXUD, which allowed Convention members to request extensions to avoid disruptions at borders. Neighboring EU countries such as Poland, Slovakia, Hungary, and Romania are also seeking similar delays.
Why It Matters for Business
The extension gives Ukrainian businesses additional time to:
-
Adapt IT systems to the new transit declaration requirements,
-
Train staff in working with the upgraded customs procedures,
-
Avoid risks of border delays and clearance disruptions during the war-driven logistics challenges.
NCTS Phase 6 will eventually bring Ukraine fully in line with EU digital customs standards, simplifying trade flows and furthering integration into the European market.
Strategic Outlook for Investors
-
Trade Facilitation: Once launched, Phase 6 will reduce bureaucracy, speed up clearance, and integrate Ukraine into the pan-European customs digital network.
-
Tech and Logistics Investments: Companies in customs software, risk management, cybersecurity, and logistics infrastructure have a clear entry point as Ukraine modernizes its border systems.
-
EU Market Integration: The delay underscores both challenges and opportunities — Ukraine is aligning with EU standards, but with pragmatic timelines that reduce operational risks for investors.
✅ Conclusion:
Ukraine’s decision to postpone the launch of NCTS Phase 6 until June 2026 provides businesses with critical breathing space while keeping the country on track for EU customs integration. For international investors, this creates a predictable window to prepare technology, logistics, and compliance solutions ahead of the full-scale rollout.
