Ukraine Prepares Beekeeping Reform: A Single Register of Apiaries to Be Created

Draft law No. 5274-d aims to digitalize the industry, improve honey quality, and align with EU standards

A Step Toward Transparency

Ukraine is preparing a large-scale reform of the beekeeping industry. The core element of the initiative is the creation of a Unified State Register of Apiaries and the introduction of veterinary and sanitary passports for bee farms.

The provisions are contained in draft law No. 5274-d “On the Development of the Beekeeping Industry”, which is awaiting consideration by the Verkhovna Rada.


Why It Matters

The reform is designed to:

  • increase transparency of the sector;

  • ensure honey quality control;

  • prevent cases of bee poisoning caused by uncoordinated use of plant protection products;

  • facilitate pollination management for farmers.

Currently, many apiaries in Ukraine still operate without official registration, creating risks for both agriculture and consumers.


EU Market Access

Deputy Minister of Economy Taras Vysotsky emphasized that the reform will harmonize Ukrainian legislation with European standards. Official registration and veterinary documents are mandatory for honey exports to the EU.

Market participants generally support the reform and digitalization but stress the importance of simplified procedures for small apiaries.

  • Some beekeepers fear additional costs tied to registration.

  • In frontline or war-affected regions, inspections are often carried out free of charge, which helps reduce the burden.


Outlook

If adopted, the reform could transform Ukrainian beekeeping into a modern, transparent and export-oriented industry, while ensuring stronger protection of bee populations and safer pollination for crops.
