The Ukrainian government has officially approved a procedure for issuing permits related to the import, export, and transit of medical cannabis. Starting from October 1, 2024, all issued permits will be recorded in the "One Window for International Trade" state portal, simplifying the process for businesses involved in the cannabis trade.
The newly adopted resolution by the Cabinet of Ministers outlines clear guidelines for companies looking to engage in the import, export, or transit of cannabis plants and related substances. According to the resolution, permits will be issued only to business entities that hold appropriate licenses for handling narcotic drugs, psychotropic substances, and precursors. This includes companies involved in the production and trade of medicinal products containing these substances.
To obtain these permits, businesses must submit a comprehensive set of documents to the State Medical Service. The required documentation and the conditions under which permits are granted have been explicitly defined to ensure transparency and compliance with the law.
Furthermore, the resolution mandates that, beginning October 1, 2024, the State Accounting Service and the State Customs Service must input information on issued permits into the "One Window for International Trade" portal on the day of issuance. This digital integration aims to streamline the process, reduce delays, and enhance the regulation of cannabis-related activities in Ukraine.
This regulatory update is part of a broader effort to implement the Law of Ukraine that governs the circulation of hemp plants for medical, industrial, scientific, and technical purposes. The law officially came into effect on August 16, 2024, marking a significant step forward in the country's approach to cannabis regulation.
