The Cabinet of Ministers approved this decision on Tuesday, September 28, according to Prime Minister Denys Shmyhal.
Allocation of Funds
- Hydropower Facilities: The Kaniv, Kremenchuk, and Dnipro hydroelectric power stations will undergo maintenance and refurbishment.
- Equipment Renewal: A portion of the funds will cover the cost of equipment needed to repair damage caused by Russian attacks on critical infrastructure.
Additional €100 Million for Heating and Energy Efficiency
The government also plans to allocate an extra €100 million to improve central heating systems and boost energy efficiency in Ukrainian communities. Prime Minister Shmyhal noted that the funds will be used to purchase boilers, engines, turbines, and other essential equipment.

Taras Melnychuk, the Cabinet of Ministers’ representative to the Verkhovna Rada, stated that the government approved a proposal to the EIB regarding funding for two key projects:
- Enhancing Resilience and Rehabilitation of Ukrhydroenergo
- Centralized Heating Supply in Ukraine via Ukreximbank
These allocations fall under an existing framework agreement between Ukraine and the EIB, facilitating the transfer of funds for critical modernization and repair initiatives.
