Ukraine Set to Launch eExcise System to Control Alcohol and Tobacco Circulation

The new electronic system aims to combat counterfeiting and streamline business processes

The eExcise system, designed to fully control the circulation of alcoholic beverages and tobacco products in Ukraine, will soon become operational. This development was announced by the press service of the Ministry of Digital Transformation, following the adoption of regulatory legal acts by the Cabinet of Ministers that outline the system's operation.

According to the ministry, the eExcise system will replace traditional paper excise stamps with electronic ones featuring unique codes. This advancement aims to protect Ukrainian consumers from counterfeit products.

"This will protect Ukrainians from counterfeiting. eExcise will replace traditional paper excise stamps with electronic ones with unique codes, which will allow people to scan products using the Diya application, check the legality and origin of the goods, and send complaints in case of violations," the ministry explained.

Key Features of the eExcise System

The government-approved documents regulate several aspects of the eExcise system:

  • Functioning of the eExcise System: Establishing the operational framework for the electronic monitoring of excisable goods.
  • Collaboration with Businesses and Government Bodies: Defining the interaction between the system, businesses, and relevant authorities.
  • Integration with Other Registers: Ensuring seamless communication between the eExcise system and existing government databases.
  • Provision of System Extracts: Outlining procedures for accessing information from the system.
  • Tracking of Excisable Goods: Implementing tracking mechanisms through the creation of an Excise Electronic Document (AED) and a Unique Group Identifier (UGI).

The introduction of the eExcise system offers several advantages:
