Ukraine’s Cabinet has unveiled its Draft Action Program for 2026, outlining 12 priority goals aimed at strengthening national defense, accelerating EU integration, and promoting a pro-business recovery model.
Top objectives include attracting international funding for domestic arms production, digitizing state services to curb corruption, and completing all EU legal alignment to begin accession negotiations across six sectors.
Economic plans call for $37 billion in macro-financial aid, a five-year moratorium on business inspections, new investment funds from the US and EU, accelerated privatization, and incentives for production inside Ukraine.
Other pillars cover reconstruction, healthcare, veteran support, education, culture, and winter energy resilience. The government plans to fast-track legislation in parliament to support these reforms through 2026, signaling sustained openings for investors in defense manufacturing, infrastructure, energy, and regional development.
