Ukraine moves toward a ban on single-use plastic

The draft law follows EU practice and would change packaging rules for cafes, retail and producers

Ukraine is preparing new restrictions on single-use plastic as part of its environmental policy and European integration agenda. The draft law targets disposable products that have available alternatives and are among the most common sources of plastic waste.

The proposed ban would cover items such as cotton buds, disposable tableware and cutlery, drinking straws and certain polystyrene food containers. Food service businesses would have to offer reusable tableware where possible, while beverage producers would face a deposit-return system for bottle collection.

How business would adapt

For cafes, retailers and food producers, the reform means a gradual shift in purchasing, packaging and customer service. Reusable containers, paper alternatives and organized bottle returns would become part of normal operations rather than voluntary sustainability projects.

The draft also includes a transition period and state support for environmental projects. That matters because packaging changes require new suppliers, staff routines and consumer habits. A sudden switch could be costly, but a predictable timetable gives businesses time to adjust.

The policy follows the direction already used in the European Union, where single-use plastic restrictions are linked to waste reduction and cleaner public spaces. For Ukraine, the law would be both an environmental measure and another step toward aligning everyday regulation with European standards.
