Ukraine to Join the European Defence Industrial Programme with €300 Million Support Allocation

he European Union has reached a landmark preliminary agreement on the European Defence Industrial Programme (EDIP) — a new initiative with a total budget of €1.5 billion for 2025–2027

Importantly, the programme will include Ukraine as a direct participant, marking a historic step toward integrating the Ukrainian defence sector into the European defence ecosystem.

Out of the total budget, €300 million is earmarked for the Ukraine Support Instrument, which will directly fund cooperation and projects involving Ukrainian defence companies.


Integration into European Defence Projects

Under the new framework, Ukraine will be eligible to take part in European Defence Projects of Common Interest (EDPCIs) — collaborative initiatives focused on developing advanced military systems, technologies, and production capacities critical for European and Ukrainian security.

The cooperation will allow Ukrainian manufacturers to access European supply chains, develop shared standards, and participate in the joint production of strategic technologies such as communications, surveillance systems, and precision munitions.


Programme Objectives and Key Mechanisms

The EDIP aims to:

  • Strengthen the competitiveness and resilience of the European Defence Technological and Industrial Base (EDTIB).

  • Foster cross-border cooperation and reduce dependence on external suppliers.

  • Guarantee the security of supply for key defence materials and systems within Europe.

  • Create a centralized European military sales mechanism supported by a unified catalogue of defence products.

The mechanism will streamline procurement processes across EU member states and associated countries, ensuring coordinated production and delivery of defence equipment during crises.


Supply Chain Regulations and Safeguards

According to the agreed rules, non-EU components may account for no more than 35% of the total cost of any defence product developed under the programme. This maintains a balance between ensuring European strategic autonomy and allowing cooperation with trusted partner countries, including Ukraine.

The agreement explicitly prohibits sourcing components from nations that contradict EU security and defence interests — a provision aimed at reinforcing the bloc’s collective resilience against geopolitical risks.


Strategic Significance for Ukraine

Ukraine’s inclusion in EDIP represents a major milestone in its defence-industrial integration with the European Union. Participation will:

  • Enable Ukrainian companies to align with EU technical standards.

  • Facilitate joint R&D and production with European manufacturers.

  • Strengthen Ukraine’s long-term defence independence and industrial base.

  • Lay the groundwork for future integration into the EU Defence Technological Industrial Base.


Outlook

The EDIP framework not only consolidates Europe’s defence capabilities but also brings Ukraine firmly into the EU’s defence industrial family. By 2027, the programme is expected to deliver concrete results — including joint production lines, technology transfers, and standardized logistics — creating a stronger, interconnected European and Ukrainian defence ecosystem capable of responding to modern security challenges.
