Digital Transformation in Road Transport
From November 1, 2025, Ukraine will officially launch a new digital system of ECMT electronic permits for international cargo transportation.
According to the Ministry of Development of Communities and Territories of Ukraine, the country became the European leader in the number of test operations, demonstrating its readiness for full-scale implementation.
The announcement followed a meeting of the Road Transport Group of the European Conference of Ministers of Transport (ECMT) held on October 6–7, 2025, which gathered representatives from over 40 countries.
Key Goals of the ECMT e-Permit System
The transition to electronic ECMT permits aims to:

Simplify and speed up international transport registration;

Reduce errors and paperwork;

Digitize cross-border control procedures;

Improve transparency and efficiency for both carriers and regulators.
Starting November 1, road carriers operating under ECMT permits will be able to enter trip data into the main system.
Implementation Timeline and Tolerance Period
To ensure a smooth transition, all participating countries agreed to a three-month tolerance period, during which regulators will not impose fines for technical or non-systemic errors.
The International Transport Forum Secretariat will issue unified recommendations to harmonize the use of digital permits across all ECMT member states.
Ukraine was represented at the meeting by Kateryna Onyshchenko, Head of the International Road Transport Department of the Ministry of Development and Reform, and Valeriy Kulyk-Kulichenko, Deputy Head of Ukrtransbezpeka for Digital Development.
Ukraine’s Leadership and Technical Initiatives
Ukraine proposed an API integration between the ECMT platform and the Unified Information System of Ukrtransbezpeka, which would enable real-time data exchange and reduce bureaucracy.
While this integration has not yet been implemented, Kyiv was among the few countries actively promoting the idea.
Following the meeting, Ukraine was recognized as the most active country in testing the ECMT digital system.
Next Steps for Carriers
The test environment for the system will remain available until January 1, 2026, after which all data must be migrated to the main platform.
Ukrtransbezpeka urged carriers who have not yet joined the test phase to apply for access immediately.
