The Ukrainian government has adopted an improved Operational Action Plan for 2025–2027 under the Strategy for the Development of Agriculture and Rural Areas until 2030. The plan, prepared by the Ministry of Economy and approved by Cabinet, is designed to accelerate the modernisation of Ukraine’s agricultural sector while aligning with the EU’s Common Agricultural Policy (CAP) model — a step that will strengthen Ukraine’s position in membership negotiations.
Key objectives of the plan:

Diversified agribusiness: Support not only crop farming but also food processing, value-added products, and modernised supply chains.

The Strategy, originally approved in June 2024 with EU technical support under the IPRSA project, outlines seven long-term objectives to 2030, with the Operational Plan breaking them into measurable steps for 2025–2027.
