Government approval of the recovery plan
The Cabinet of Ministers of Ukraine has approved the Action Plan for 2025–2027 to implement the State Strategy for Regional Development 2021–2027. The roadmap contains 101 concrete tasks with clear deadlines, performance indicators, and sources of funding from:

the state budget,

local budgets,
-
and international partners.
According to the Ministry of Community and Territorial Development, the plan focuses on the comprehensive recovery of regions during wartime and lays the foundation for sustainable and inclusive growth.
Strategic priorities
The Action Plan is structured around three overarching goals:

Forming a cohesive state – reintegration of deoccupied territories, strengthening unity across regions.

Boosting competitiveness of regions – job creation, investment attraction, development of tourism and digital technologies.

Building effective governance – improved coordination between government levels and modern service delivery.
Key measures and targets
Among the most important steps outlined in the roadmap are:

Reintegration of deoccupied lands and restoring essential infrastructure.

4,500 security classrooms in schools to ensure safe education.

800,000 m² of social housing for displaced persons and vulnerable groups.
-
Expansion of mental health centers and community security hubs.
-
Better access to education, healthcare, culture, and social protection.
-
Special focus on the social protection of veterans and internally displaced persons (IDPs).
Economic and social impact
The plan aims to:

stimulate regional economic growth,

create new jobs,

enhance the role of digitalization and innovation,
-
and attract domestic and foreign investment.
According to the ministry, adoption of the roadmap ensures that all levels of government work in coordination toward Ukraine’s recovery and EU integration goals.
