Ukrainian Exports to the EU: Competitive Goods and Services Driving Growth

Ukrainian small and medium-sized enterprises (SMEs) are actively increasing their presence in EU markets, offering competitive goods and high-value services that align with the European Union’s strategic economic goals

A recent study by EasyBusiness and Civitta, as part of the Better Market Connectivity of Ukraine to the EU” project, highlights the most promising sectors. The initiative is supported by the EU4Business program with funding from the European Union and the German government.

Key Findings: Ukraine’s Export Strengths

The analysis covered 29 product categories and 18 service sectors, focusing on revenue potential, export readiness, and value creation. Below are the top sectors that are already succeeding—or have the greatest potential—in the EU market.

🌾 1. Food Industry: A Resilient Export Powerhouse

Despite the full-scale war, Ukraine’s food industry exports to the EU grew by 19% annually between 2021 and 2023.

Top sub-sectors:

  • Processed fruits and vegetables (73% of exports go to the EU)

  • Dairy products (cheeses, condensed milk)

  • Grain processing and starches (EU imports over 50% of Ukrainian flour)

  • Specialty food products not covered by traditional NACE codes

Why it matters: Ukrainian food products are already integrated into EU value chains and offer high reliability and quality.

🪵 2. Woodworking and Furniture: Sustainable and Skilled

Ukrainian SMEs deliver eco-friendly wood products and furniture that meet EU sustainability standards.

Notable figures:

  • $110 million potential in furniture exports

  • 46,000 employees in the sector

Product focus: wood, cork, straw, wickerwork, and household furnishings

💡 3. Electrical Equipment: High-Tech and High-Demand

Ukraine is becoming a key supplier of electrical goods with added value.

High-growth sub-sectors:

  • Household appliances (especially electric water heaters and refrigeration equipment)

  • Lighting solutions (exports to the EU have grown by 24% annually since 2017)

👗 4. Textiles and Apparel: Agile, Local, and Scalable

Ukraine’s textile and clothing sector is SME-dominated and highly adaptive.

Key sectors:

  • Clothing manufacturing (1,400 enterprises, 8,500 individual entrepreneurs)

  • Interior textiles and furnishings (integrated into EU production chains)

Why it's attractive: Shorter supply chains, ethical production, and European proximity.

💻 5. ICT Services: Digital Powerhouse for the EU

The Ukrainian ICT sector—especially IT—is among the most promising service exports. It benefits from remote delivery, low regulatory barriers, and global demand.

Core competencies:

  • Custom software development

  • Cybersecurity

  • AI and machine learning

  • IT outsourcing (40% of ICT services already exported to the EU)

📦 Additional Promising Sectors for Export

Other competitive sectors include:

  • Pharmaceuticals

  • Vehicles and auto components

  • Fabricated metal products

  • Chemical products

  • Beverages and packaging

  • Non-metallic mineral products

Why the EU Needs Ukrainian Exports Now

Ukraine’s adaptability, geographic proximity, and alignment with EU regulations make it an ideal supplier to replace third-country imports and strengthen the EU's strategic autonomy. Ukrainian producers have shown resilience under pressure, proving their readiness to scale production and meet European demand across a wide range of industries.

🔍 Conclusion: Ukraine’s SMEs Are Ready for the EU

With EU-backed initiatives supporting export capability, Ukrainian SMEs are seizing the opportunity to expand across the European market. From IT to agri-food, Ukraine is not just a neighbor — it’s a strategic trade partner for the European Union.
