Ukroboronprom Signs Three International Defense Agreements with the USA, Spain, and Romania

At the DFNC3 defense forum, Ukraine’s state defense conglomerate deepened cooperation with LeVanta Tech (USA), Escribano (Spain), and Romarm (Romania) on new joint production and innovation projects

Strengthening International Defense Partnerships

During the first day of the DFNC3 International Defense Forum, the Ukrainian state defense concern Ukroboronprom concluded three new cooperation agreements with defense companies from the United States, Spain, and Romania.

The agreements were signed in the presence of Ukroboronprom Director General Herman Smetanin, who emphasized that expanding cooperation with foreign partners is crucial for accelerating innovation and expanding domestic production capacities.


Partnership with the United States: Advanced Mobility Concepts

The agreement with LeVanta Tech Inc. (USA) focuses on the “float-and-fly” concept, which aims to enhance the speed, versatility, and resilience of Ukrainian defense technologies.

The partnership also includes the launch of training programs for Ukrainian defense engineers and localization of production within Ukraine’s industrial facilities.

“This cooperation will accelerate the technological evolution of our defense industry and create a foundation for advanced mobility systems,” — noted Herman Smetanin.


Cooperation with Spain: Armored Vehicles and Air Defense

Ukroboronprom and Escribano Mechanical & Engineering (Spain) signed an agreement expanding collaboration in the armored vehicle sector and exploring joint air defense system development.

The new deal builds upon previous cooperation and aims to integrate European defense technologies into Ukraine’s domestic production ecosystem.

Escribano’s proven expertise in remote weapon stations and electro-optical systems will play a key role in modernizing Ukraine’s armored platforms and enhancing frontline capabilities.


Partnership with Romania: Unmanned Systems and Investment

The third agreement, with Romarm (Romania), provides for joint production of technical solutions and unmanned platforms. The partners also plan to attract investment to finance the implementation of collaborative defense projects.

The initiative is expected to strengthen regional defense integration and develop cross-border supply chains for advanced systems production.


Strategic Importance

The DFNC3 agreements mark another step in Ukroboronprom’s broader strategy to build international production alliances and transfer critical technologies into Ukraine’s defense-industrial base.

These partnerships will:

  • expand joint R&D and training programs,

  • attract foreign investment into Ukraine’s defense sector,

  • and accelerate localization of advanced manufacturing within Ukraine.
