URC 2026 delivers 160 recovery agreements for Ukraine

The package worth about ten billion euros covers energy, transport, housing, municipal systems and support for business

The Ukraine Recovery Conference 2026 in Gdansk concluded with 160 agreements worth approximately ten billion euros. Ukrainian institutions, international partners and private companies used the event to move recovery plans toward financing, implementation and long-term cooperation.

A significant part of the package concerns modernization of energy infrastructure, restoration of critical facilities and development of transport corridors connecting Ukraine with European logistics networks. Other agreements address housing, civil protection, water and heat supply, and modern waste-management systems.

Investment in resilience and modernization

Green energy and industrial decarbonization formed another major block. Partners discussed new generation capacity, stronger electricity grids and energy-efficiency programs for municipalities. These projects are important not only for replacing damaged assets, but also for building a more distributed and resilient economy.

The conference also produced financing instruments for small and medium-sized enterprises, including credit lines, grants and investment insurance. Such mechanisms can reduce risks for companies that are ready to enter Ukraine now rather than wait until reconstruction is complete.

The value of the Gdansk package goes beyond its headline amount. Each agreement must still become a functioning project, but together they create a pipeline for reconstruction, European integration and private investment. For businesses, the outcome provides clearer signals about the sectors where public funding, international capital and commercial demand are likely to meet.
