US and NATO Begin Drafting Long-Term Security Guarantees for Ukraine

Options range from European troop presence to American air support under post-war peace framework

Following US President Donald Trump’s signal of support for Ukraine under a possible peace agreement with Russia, representatives from Washington and NATO have started working on a framework of security guarantees aimed at safeguarding Ukraine in the long term.

According to multiple US officials, discussions now extend beyond weapons supplies to include military planning support, peacekeeping contingents, and air-based deterrence. One option being discussed would see European countries deploy national troops on Ukrainian territory under their own flags, with command-and-control functions coordinated by the United States — rather than NATO directly — in order to avoid escalation with the Kremlin.

President Trump has publicly ruled out sending US ground troops, but has opened the door to providing air support, noting that “no one has what we have” in that domain. This involvement could include extra air defence systems for Ukraine, or even US aircraft enforcing a future no-fly zone, depending on the final shape of a settlement.

NATO chiefs will hold an online meeting on 20 August, led by General Alexus Grynkewicz and attended by US Joint Chiefs Chairman Dan Cain, to discuss next steps. Parallel bilateral consultations with European allies are also scheduled in Washington.
