US and Ukraine Agree: Previous Aid Will Not Be Included in Subsoil Agreement

Prime Minister of Ukraine Denys Shmyhal announced that the United States and Ukraine have reached an important agreement regarding the upcoming subsoil and mineral partnership

Aid provided by the United States before the signing of the new agreement will not be counted in the terms of the document.

Key Outcomes of the Negotiations

During a meeting with US Treasury Secretary Scott Bessant, Prime Minister Shmyhal confirmed that both sides agreed to exclude any previously provided assistance from the new subsoil agreement.

“An important meeting with US Treasury Secretary Scott Bessant, at which a separate topic of conversation was the agreement between our countries. Legal teams are working on the document. We are making good progress," Shmyhal stated.

He emphasized that the agreement must:

  • Comply fully with the Constitution of Ukraine and Ukrainian legislation.

  • Align with Ukraine’s European integration obligations.

  • Be ratified by the Verkhovna Rada (Ukraine’s parliament).

Next Steps for the Agreement

The Prime Minister stressed the importance of clearly outlining Ukraine’s red lines in the final text. Ukraine is determined to ensure that its national interests and international obligations are fully respected.

Earlier, US President Donald Trump suggested that the minerals agreement with Ukraine could be signed as early as next week.

The Ukrainian government has already appointed a negotiation delegation, led by First Deputy Prime Minister Yulia Svyrydenko, to work on the finalization of joint projects with the United States.
