Verkhovna Rada Adopts Law on “White Business” for High Compliance Taxpayers

The Verkhovna Rada of Ukraine has passed draft law #11084, introducing amendments to the Tax Code of Ukraine

This law targets taxpayers with a high level of voluntary compliance with tax legislation, offering them several administrative advantages during martial law. The Chairman of the Verkhovna Rada Committee on Finance, Tax, and Customs Policy, Danylo Hetmantsev, announced this development on his Telegram channel.

Key Features of the Law

Introduction of a High Compliance Taxpayer List

  • Eligibility Criteria: Legal entities and individual entrepreneurs, including residents of Diya.City, who meet specific requirements related to tax payment levels, payroll standards, and other criteria based on the taxation system, will be included in this list.

Benefits for High Compliance Taxpayers

  1. Moratorium on Documentary Checks: A halt on most types of documentary checks, with exceptions for certain cases.
  2. Shortened Inspection Periods: Reduced durations for cameral and documentary checks aimed at budget compensation.
  3. Expedited Tax Consultations: Faster processing times for individual tax consultations.
  4. Assigned Compliance Manager: Each taxpayer will be assigned a compliance manager for direct interaction, including the use of remote communication tools like video conferencing.
