The visit was marked by the presentation of the OECD Economic Survey of Ukraine and the Integrity Review, documents that provide a roadmap for Ukraine’s post-war recovery and institutional reform.
Strengthening OECD–Ukraine Relations
During meetings with Ukrainian officials, including Foreign Minister Andriy Sybiga and Prime Minister Denys Shmyhal, the OECD reiterated its support for Ukraine’s economic modernization, governance reforms, and fight against corruption.
“We are grateful to the OECD for its unwavering support and for standing firmly against Russian aggression,” Sybiga wrote on social media platform X.
Together, Cormann and Sybiga paid tribute to Ukraine’s fallen defenders at Mykhailivska Square—underscoring the broader context of Ukraine’s efforts to align with global democratic and economic norms.
Application for OECD Membership in 2026
Prime Minister Shmyhal confirmed that Ukraine intends to apply for full OECD membership in early 2026. This move is part of Ukraine’s long-term strategy to cement its status as a reliable, transparent, and resilient economic partner.
“We are doing our homework. Ukraine is determined to meet all the necessary criteria and to join the circle of economically advanced nations,” Shmyhal emphasized.
To accelerate this process, Shmyhal requested OECD assistance in reclassifying Ukraine from risk group 7 to group 6, a key step that would improve Ukraine’s investment climate and enhance cooperation with international financial institutions.
Why OECD Membership Matters
The Organization for Economic Co-operation and Development (OECD) is often referred to as the “economic club of the world’s most advanced economies.” Membership would:
-
Boost investor confidence and attract long-term capital
-
Align Ukraine’s standards with best practices in governance, anti-corruption, and market regulation
-
Facilitate closer integration with EU and G7 economies
-
Strengthen Ukraine’s post-war recovery through access to analytical tools, policy guidance, and economic forecasting
OECD Reviews: A Blueprint for Reform
The newly released OECD Economic Survey and Integrity Review emphasize Ukraine’s strengths and pinpoint areas that require reform, particularly in public administration, anti-corruption policy, and economic resilience. These reviews are not just assessments—they are action-oriented blueprints that will guide Ukraine’s path toward OECD accession.
