A Step Toward a Transparent and Safe Cosmetics Market
By the end of this year, Ukraine will launch a national electronic notification system for cosmetic products.
Manufacturers and importers will be required to enter complete data about each item before it reaches store shelves.
The initiative was announced by Oleksandr Yemets, head of the State Enterprise “Electronic Health,” during eHealth Day 2025 (Ukrinform).
“The system of electronic notification of information about cosmetic products is a European-integration requirement and a step toward building a transparent and safe cosmetics market in Ukraine,” Yemets said.
“We are aligning our registers and systems with European Union standards.”
How the New System Will Work
Each cosmetic product will receive its own digital “passport” in the centralized database.
The register will include:

full product composition and purpose;

manufacturer or importer data;
-
safety and conformity documentation;
-
production batch and expiration details.
Manufacturers and importers will have to submit this information electronically before the product is released to consumers.
Why It Matters
Until now, Ukraine lacked a unified register of cosmetics — products entered the market without centralized accounting, complicating state control and consumer safety verification.
The new system will:

enable traceability of every cosmetic product sold in Ukraine;

increase consumer protection by providing verified safety data;

simplify market access for domestic producers within the EU;

create conditions for harmonization with EU Regulation (EC) No 1223/2009 on cosmetic products.

The introduction of an electronic cosmetics register is part of Ukraine’s broader EU-integration roadmap in the fields of product safety, digital transformation, and consumer protection.
It complements reforms in the pharmaceutical, medical device, and food-safety sectors — all aimed at aligning Ukraine’s regulatory ecosystem with EU directives.
