Bell Textron Inc to Open Representative Office in Ukraine

The U.S. aerospace manufacturer will establish a presence in Ukraine and explore local helicopter production under a new cooperation memorandum

The Ministry of Economy, Environment and Agriculture of Ukraine and the American aircraft manufacturer Bell Textron Inc. have signed a memorandum of understanding to deepen industrial cooperation in aviation technologies and localize helicopter production in Ukraine.


Foundation for Industrial Cooperation

The document was signed by Vitaliy Kindrativ, Deputy Minister of Economy, and Jeffrey Schlosser, Executive Vice President for Strategic Goals at Bell, in the presence of Lisa Atherton, President and CEO of Bell Textron Inc.

According to the ministry, the memorandum lays the groundwork for the creation of production and service facilities in Ukraine — a move expected to strengthen the country’s high-tech industrial base and expand its aerospace capabilities.

“Bell Textron Inc. has expressed readiness to develop its own production base for the assembly, maintenance and repair of helicopters in Ukraine. This will not only create new jobs, but also revive the national helicopter industry,” the Ministry of Economy stated.


Planned Activities and Local Presence

Under the agreements, Bell will begin comprehensive preparations for localization of production, which include:

  • Opening a representative office in Ukraine;

  • Creating a final assembly and testing center (FACO);

  • Assessing options for a joint venture with Ukrainian partners;

  • Transferring technologies, equipment, and production tools needed for local manufacturing.

The company also plans to train Ukrainian engineers and technical specialists both in the United States and later at the future enterprise in Ukraine.


Strategic Importance

The cooperation marks a major step in reviving Ukraine’s aviation and defense manufacturing capacity. The localization of helicopter assembly will enable the country to strengthen its industrial resilience, reduce import dependence, and attract new investment into the high-tech engineering sector.

According to the ministry, these initiatives will form the basis for the launch of licensed helicopter production in Ukraine, expanding opportunities for both civilian and defense applications.
