On April 24, a meeting of foreign ministers took place in Luxembourg. Josep Borrell, who was in Ukraine and personally saw the consequences of the occupation, Bucha, the multiple mass graves with hundreds shot Ukrainians, suggested that the "peacemakers" Xi Jinping and Lula da Silva should go to Ukraine before blaming Ukraine, the USA and the European Union for the initiation and escalation of the war.
Chinese president Xi Jinping proposed a 12-point plan to end the war. However, this plan does not recognise the Russian invasion and occupation of Ukrainian territories, and instead of the word "war", it uses "crisis", etc. The international community diplomatically called this "peacemaking" plan biased and Russian. However, Brazilian president Lula da Silva supported Jinping and added that the United States and the European Union are fueling the war by helping Ukraine.
"Recently, some ideas were floated by China and also by Brazil. For a credible, honest peace effort, one needs to talk to Kyiv and to go there to see the aggression through the eyes of those who have been bombed," Josep Borrell.
"But it needs to be a just peace and until then we will continue to support Ukraine's defence," he went on.
"I want to recall the horrible situation on the ground to all people who are calling for peace now. I'm calling for peace too," said Josep Borrell after the ministers' reports.
None of these presidents has been to Ukraine or even talked to Zelensky on the phone. At the same time, Xi Jinping was at a reception with Putin and did not hesitate to call him "dear friend".
"One needs to be very clear about what's happening," Josep Borrell.
"There is an aggressor who has violated the United Nations Charter and invaded another country. And there is a victim of this aggression," the head of the European diplomacy.
The chief diplomat of the Europe Union declared the inadmissibility of "this kind of benevolent approach" of China and Brazil, each of which considers Ukraine as guilty of the war. And regarding the 12 Chinese "peace decisions", Borrell said that international laws must be implemented "entirely" and "not selectively."
"You cannot put on the same ground the aggressor and the aggressed, and that's why we're supporting Ukraine," Borrell.
Taking into account all actions/inactions and statements, Borrell concluded that the European Union should reconsider its unified strategy regarding China. This strategy has been in operation since 2019.
