Business Paid Nearly UAH 950 Billion in Taxes in 2025 — State Tax Service

Revenues to the state budget grew by 24.6% year-on-year despite the challenges of war

Tax Revenues for January–September 2025

The State Tax Service of Ukraine reported that from January to September 2025, businesses paid UAH 949.8 billion in tax revenues to the general fund of the state budget.

  • This is UAH 187.7 billion (24.6%) more than in the same period of 2024.

  • The revenue plan was over-fulfilled at 108.1%.

Acting Head of the Tax Service Lesya Karnaukh emphasized that these results demonstrate resilience:

“Nine months of filling the budget is resilience despite challenges. Thanks to the activity and awareness of taxpayers, we managed to fulfill the revenue plan by 108.1%.”

Additionally, UAH 131.2 billion in VAT was reimbursed to taxpayers during this period.


September 2025 Performance

In September alone, the Tax Service collected UAH 81.5 billion — meeting the monthly target by 100.6%.

  • This represents UAH 14.8 billion (22.2%) more than in September 2024.

Breakdown of September Tax Revenues:

  • Personal income tax: UAH 30.0 billion

  • Corporate profit tax: UAH 7.8 billion

  • Value added tax (VAT): UAH 40.1 billion

  • VAT refunds: UAH 15.0 billion

  • Excise tax: UAH 12.9 billion

  • Rent payments: UAH 4.4 billion

  • Other revenues: UAH 1.3 billion


Taxes as the Foundation of Defense Capability

Karnaukh underlined that despite wartime destruction of logistics chains and industrial facilities, Ukrainian businesses continue to reliably fill the budget:

“Paid taxes are the defense capability of the state.”

With revenues in the first nine months of 2025 approaching UAH 1 trillion, the results confirm the resilience of Ukrainian business, which remains the main donor of the state budget even under war conditions.
