Government Meeting Focused on Business Development
On October 10, the Cabinet of Ministers of Ukraine held a thematic meeting dedicated to strengthening support for entrepreneurship, improving business conditions, and promoting domestic production.
According to the Ministry of Economy, Environment and Agriculture, the new measures aim to reduce bureaucracy, expand financial support, and boost transparency in state-business relations.
Key Decisions Adopted
🔹 Launch of Business Digitalization Pilot (from January 1, 2026)
The government approved the launch of a pilot project for the digitalization of government-business interaction.
The Pulse system has officially received the status of a unified state system for receiving, processing, and monitoring business applications.
This initiative is designed to streamline communication between entrepreneurs and state authorities, reducing manual paperwork and processing time.
🔹 Risk Management in State Supervision
Amendments were made to the operation of the Integrated Automated State Supervision System.
The new risk management module will automatically determine which enterprises should be included in annual inspection plans across 85 regulatory areas, including labor protection, environmental standards, and technical regulations.
This automation aims to make inspections more objective, data-driven, and transparent.
🔹 Protection of Ukrainian Manufacturers in Public Procurement
To strengthen the competitiveness of local producers, the Cabinet of Ministers introduced stricter localization controls in state-funded procurements.
Manufacturers participating in tenders will now be required to provide additional documentation confirming compliance with Ukrainian production localization standards.
This ensures that state funds support domestic industry and job creation.
🔹 Expansion of the “Affordable Loans 5–7–9%” Program
The government expanded the popular “5–7–9% Affordable Loans” program to cover areas of active hostilities where state electronic systems remain operational.
Enterprises located in front-line regions and those that have previously received state support between 2022–2024 will also be able to refinance existing debt under preferential terms.
This measure is designed to stimulate business recovery and resilience in war-affected territories.
🔹 Compensation for Demining Agricultural Land
A new decision allows individual entrepreneurs and households to receive state compensation for the cost of demining services on their agricultural land.
This measure supports the revival of agricultural production and helps restore the safety of rural areas for economic activity.
🔹 Large-Scale Privatization: Sumykhimprom
The Cabinet approved the terms for the privatization of PJSC Sumykhimprom, a major state-owned chemical enterprise.
A 99.9952% stake in the company will be auctioned via Prozorro.Sales at a starting price exceeding ₴1 billion.
This sale is part of Ukraine’s large-scale privatization program, aimed at attracting investment and improving enterprise efficiency.
🔹 Greater Transparency for State-Owned Enterprises
The government also amended regulations governing the disclosure of information about state-owned enterprises (SOEs) and joint-stock companies with more than 50% state ownership.
A broader range of operational and financial data must now be regularly published, ensuring greater public accountability and transparency in state asset management.

The newly adopted measures reflect Ukraine’s ongoing efforts to modernize its regulatory framework, strengthen entrepreneurship, and align with EU economic standards.
