Government Decision
On September 10, the Cabinet of Ministers of Ukraine adopted a resolution amending the 2012 procedure for maintaining the State Land Cadastre. The changes bring land registration procedures in line with the Law “On Administrative Procedure” and aim to simplify interaction between the state, citizens, and businesses.
Main Innovations of the Resolution
The updated procedure introduces several important improvements:
-
✅ Permission to consider incomplete document packages without automatic rejection.
-
✅ Registration of applications regardless of the presence of errors.
-
✅ Possibility to issue a decision to leave the application without action, notifying applicants of shortcomings and ways to correct them.
-
✅ Clear procedure for making positive decisions on entering or updating data in the cadastre.
-
✅ Introduction of new forms of official documents generated during application review.
Benefits for Citizens and Businesses
These updates are expected to:
-
Reduce delays in document processing.
-
Lower the costs of re-submitting applications.
-
Increase predictability and transparency in land registration.
-
Provide more convenient interaction with authorities.
The government also extended the pilot project allowing certified land surveyor engineers to directly enter land plot information into the State Land Cadastre.
Why This Matters
The reform of land cadastre procedures is a critical step for:
-
Businesses that depend on clear land rights for investment projects.
-
Citizens seeking simplified access to land registration.
-
Ukraine’s integration with EU standards, where transparency and predictability of land management are key conditions for market development.
