Starting October 22, 2025, Ukrainian carriers can now order and receive smart tachograph cards directly within Ukraine, just like transport companies in the European Union. The announcement was made by Serhiy Derkach, Deputy Minister for Communities, Territories and Infrastructure Development.
This marks an important step toward harmonizing Ukrainian transport regulations with EU standards, improving road safety, and simplifying compliance for domestic logistics companies operating in international corridors.
What Smart Tachographs Do
Smart tachographs are advanced digital devices installed in commercial vehicles that automatically monitor and record drivers’ working hours, rest periods, speed, and route data.
They include:

GPS modules for route tracking;

Remote data transmission capability;

Automated border crossing recording;

Anti-tampering protection systems.
These devices help prevent driver fatigue, improve safety, and ensure compliance with EU mobility and labor regulations.
Significance of the Reform
Deputy Minister Derkach emphasized that while the change might seem technical, it is actually a major prerequisite for road safety and for Ukraine’s integration with the European transport system.
“This seems to be a technical detail. But in fact, it is a prerequisite for road safety, safe transportation of goods and passengers,” Derkach noted.
He added that Ukraine’s access to tachograph card issuance was made possible through an agreement with the European Union, as such systems are generally unavailable to non-member states without special arrangements.
Implementation and Infrastructure
Currently, 15 certified centers across Ukraine are already issuing the cards, with the number expected to increase by the end of 2025. These centers are operated by private companies under the oversight of the Ministry of Communities, Territories and Infrastructure Development.
The initiative follows the May 2025 government decision to approve the national mechanism for the use of smart tachographs, ensuring compatibility with EU standards and systems.
EU Alignment and Future Prospects
Smart tachographs have been mandatory in the European Union for all new trucks and buses since June 15, 2019, and are being gradually introduced for used vehicles crossing EU borders since 2023.
Ukraine’s move to adopt the same standard positions its transport companies to:
