A Turning Point for Ukraine’s Defense Industry
According to a study by the Ukrainian Council of Arms Manufacturers, 94.4% of domestic defense companies support the opening of controlled arms exports.
Producers emphasize readiness to cooperate internationally and to meet the highest standards of defense production, certification, and export control.
This marks the beginning of a new phase in the evolution of Ukraine’s defense-industrial complex, where controlled exports are seen not only as an economic tool but also as a strategic mechanism to ensure sustainable production growth and long-term technological development.
DFNC3 Forum: Launch of a Controlled Export Era
The International Forum of Defense Industries (DFNC3) in Kyiv became a defining event for Ukraine’s defense sector.
Discussions held during the forum effectively launched the new policy of controlled arms exports, allowing Ukraine to sell surplus and serially produced systems under strict state supervision.
Such a model is expected to:
-
Reduce production costs through larger production series and international contracts;
-
Support the financial stability of Ukrainian defense enterprises;
-
Increase supply capabilities to the Armed Forces of Ukraine;
-
Attract foreign investment and technology transfer into local production facilities.
Economic Effect and Fiscal Potential
Chairman of the Ukrainian Council of Arms Manufacturers Ihor Fedirko estimates that exports worth $3–5 billion could generate $300–500 million in annual tax revenues for the state budget.
If export volumes reach $8–12 billion, Ukraine could receive $700 million to $1 billion annually in fiscal contributions.
“The exact amount of tax revenues depends on the structure of contracts, the level of localization, service conditions, and the efficiency of export control mechanisms,”

Strategic Impact
Opening controlled arms exports under state supervision provides several systemic benefits:
-
Stabilizes production lines by ensuring predictable demand;
-
Reduces unit costs of weapons systems through scale;
-
Creates export capacity that can be mobilized during wartime;
-
Enhances Ukraine’s global defense partnerships and credibility on the international market.
By combining strict export controls with market mechanisms, Ukraine aims to replicate the success of leading defense-exporting nations while maintaining full compliance with international non-proliferation norms.
Outlook
The introduction of controlled arms exports is expected to strengthen Ukraine’s role in the global defense ecosystem, attracting partners interested in joint production, technology sharing, and localized component manufacturing.
For investors and industrial partners, this reform opens access to a rapidly modernizing sector backed by government oversight, growing production capacity, and clear export regulations.
