Government Approves Action Plan for 2025
On September 10, the Cabinet of Ministers of Ukraine approved the government’s activity program and priority action plan for 2025. As part of this framework, the Ministry of Economy, Environment and Agriculture will implement eight key operational goals, each with clear criteria for success and practical steps for delivery.
1. Economic Growth Through Business Development

Focus on entrepreneurship and SMEs in line with EU standards.

Incentives: preferential mortgages, special conditions for enterprises in front-line regions, and expansion of the “Made in Ukraine” program.

New support mechanisms for agriculture and demining.
2. Modern Industrial Policy

Restoration and modernization of industry, processing, agriculture, and dual-use goods.

Emphasis on domestic procurement, especially for defense needs.

Development of industrial parks and grant programs for processing.

3. Deregulation
